Some more details:

The acceptance approval is the only way to get a version number without the staging suffix (indicating a "released device").
E.g. if you submit version 1.0.1d31 for acceptance and it's approved, it will claim the version number 1.0.1.

There is also a way to release a product in the shop for free, but I don't remember the details. Perhaps you don't need bank info for this...
